The rule was that you tip the employee not the boss, so if the owner cared for you, you didn't have to tip

I don't tip because I am expected to, I tip for good service

Definitely. The lady is providing you with her services and if you just leave behind $1 I think it is still better than none. People put in effort and time to complete this task successfully.
